2007 Annual General Meeting

This is an unofficial report of the AGM held in Turre town hall on 23 November 2007. We hope to provide formal minutes of the meeting here at a later date.

1. Before the formal business of the meeting began, Jo Chambers gave an impassioned speech regarding the covert little meetings that have taken place between small numbers of certain people who have then claimed to be speaking for the residents of Cabrera. She finished by asking for a show of hands in support of the Junta as the representative body of the people of Cabrera. This was almost unanimous, and when those against were asked to raise their hands, only two people did so. These people were not residents of Cabrera but were lawyers representing some residents, though they were not prepared to reveal the names of their clients. By reference to their voting control numbers, it was found that one represented Messrs Shipman and Belgan and the other Messrs Schoon, Ten Cate and Cervantes.

2. The attendance at the meeting amounted to 84.7% of the total voting power.

3. The minutes of the previous AGM were approved by a show of hands, unanimous except for the opposition of the 2 lawyers.

4. The 2006 accounts were approved by a show of hands, unanimous except for the opposition of the 2 lawyers.

5. Agenda items 3 and 5, the approval of the 2008 budget and the approval of the financing of asphalting existing roads, were treated together. They were approved by a show of hands, unanimous except for the opposition of the 2 lawyers.

6. The situation of the new post room was discussed, and a solution to the denuncia that currently hangs over it. It was agreed that, if necessary, the post room will be handed over to the ayuntamiento of Turre who will be able to legalise it and leave it for the use originally intended. It was commented from the floor that the post room is a valuable asset to Cabrera.

The meeting then considered four alternatives for the handling of internal mail. It was agreed that post boxes will be opened by a volunteer (one of the delegados or someone from the office) in order to put internal mail into people's boxes. The person who believed his mail was being stolen (or anyone else who objects) will be free to make alternative mail arrangements and will not be charged the €30 postbox rental. By this time, the 2 lawyers seemed to have lost interest.

7. Segundo Ramirez and Keith Sharpe were re-elected for a further term on the Junta. Peter Salisbury did not seek re-election and Ross Stern resigned. Tony Scane and Margaret Arnup were elected as delegados. The meeting put forward a vote of thanks to Peter and Ross for their work on behalf of everyone in Cabrera.

8. Under Any Other Business, a resident asked what might be done about the poor state of the road between Cortijo Grande and Cabrera. It was explained that this is basically the responsibility of Cortijo Grande, but offers had been made in the past to collaborate, and perhaps this should be tried again. The mayor also mentioned that Polígono 2 was talking to the town hall about the possibility of widening the back road.

It was asked when roadworks will re-start on the hill up from Cortijo Grande. Jose Jerez explained that there is a basic requirement for the road to be 6m wide plus pavement, but there are places where that is not practical. A project is being drawn up in order to get agreement from the town hall on where that requirement can be eased. Work will start as soon as the agreement is reached.

Due to the delays in getting broadband into Cabrera, the opportunities for digital phones and an internet point in the library are being assessed. A question was asked on behalf of an absent resident about when First Occupation licences will start to be forthcoming. It was explained that negotiations with the town hall over the zoning of Cabrera in order to obtain licences in the areas where all the necessary infrastructure are now well advanced and will hopefully be completed soon.

9. The meeting closed with Sybil Robson proposing a vote of thanks to the Junta de Compensacion, which seemed to get everyone's approval.

The mayor of Turre also took the opportunity to mention that he has met with many Cabrera residents individually and expressed again his desire to help in any way he can.

Obligations of Proprietors in Cortijo Cabrera

There is a set of "rules" laid down for Cabrera which exist for the purpose of keeping Cabrera the unique place that it is. In recent years the obligations have not been adhered to quite as rigorously as perhaps they should, and part of the reason for this may have been ignorance of the content of the obligations. The current Obligations of Proprietors in Cortijo Cabrera are reproduced on this website. Revisions are currently being prepared for approval and will be posted in due course. Meanwhile all owners of property in Cabrera are urged to comply with the spirit and the letter of the rules.
